A hundred years ago, the Halmvik thieves’ guild made an agreement with the guard of the capital. The Lower Depths inhabitants would avoid causing any scandal on the surface, and in return the soldiers agreed to turn a blind eye, from time to time. I think we need to reopen the discussions between the two worlds. We are all Norstrians, after all.
