Zobrak was investigating smugglers who were transporting a new drug from the Duchy of Korzkan. The rivalry between the Korzkan Archdukes and Zaec is well known. We believe that this is a political tactic to weaken our territory. I guess Zobrak discovered crucial information that would have greatly hurt the spies so we have to find Zobrak before they decide to kill him. I already subtly questioned the residents, we now must act in a more... direct way.
