There've been rumors recently about Timriel having trouble with bandits. Do you know anything about that? Anyway, I think the merchant was traumatized by his previous adventures. If you can't convince him, think about hiring some premium mercenaries to protect him. The harbormaster at Maliken could certainly help, but hiring good mercenaries is bound to cost a lot.
